I am thinking of investing in a new pc, now im not a full on idiot when it comes to computers but i am by no means a genius, i was just wondering if the following spec would run "the sims 3" fine without lag, frame rate issues and other annoyances;

that computer will not play Sims3 well. It has the absolute minimum amount of memory for Vista and integrated graphics. Integrated graphics in general make me nervous when it comes to Sims games. Get a dedicated graphics card, and maybe some more memory and you should be fine.

This should would with no problem, frame rates should be good and no lag. However its not the best of systems, and when you get the money, invest in a new system.
Also, just to let you know, The Sims 3 has been held back to June 3rd 2009. A long way back, (4-5 months), but gives you enough time to invest in a new system.

what kind of graphics card do you have, for integrated the specs say this:
"For computers using built-in graphics chipsets, the game requires at least:
Intel Integrated Chipset, GMA X3000 or above.
2.6 GHz Pentium D CPU, or 1.8 GHz Core 2 Duo, or equivalent
0.5 GB additional RAM "
so you need a intel gma x3000 or higher
if you have vista then you have the minimum amount of RAM (2gb), and for xp the min would be 1.5
you can always buy a dedicated video card if you want instead of a new pc
